Payments to the military: what is the minimum monetary support and what does it consist of – will there be changes in October

Payments to military personnel are regulated by the Order of the Ministry of Defense dated 07.06.2018 No. 260 On approval of the Procedure for payment of financial support to servicemen of the Armed Forces of Ukraine and some other persons. At the same time, each of the components of monetary security is regulated directly in this Order, or is regulated by other regulatory acts. The amount of the bonus is established by separate telegrams of the Minister of Defense of Ukraine. In 2024, the norms established by Telegram No. 183/ud dated January 16, 2024 will apply.

The minimum financial support of the military — what it consists of and how it is calculated

As the deputy head of the financial and economic service of one of the Armed Forces brigades, called Adik, told NV, the minimum amount of financial support for servicemen of the Ground Forces of the Armed Forces, who are in full-time positions with the minimum tariff category as of September 2024, is determined by the following components:

• salary for the 1st tariff category — UAH 2,470.00

• salary according to the military rank of a soldier — UAH 530.00

• allowance for special features of service 65% – UAH 1,950.00

• premium (1 tariff class, years of service — less than 1 year) — UAH 15,635.10

• indexation — began to accrue from September 2024 (for August 2024), is UAH 130.20

So, if the serviceman has no maintenance and recovery, then the total minimum accrued amount per month is UAH 20,715.30.

Note that personal income tax is not withheld from military personnel. However, the military levy, which previously amounted to 1.5%, is retained, and starting from October 2024, it will amount to 5%.

Therefore, in September 2024, military personnel received at least UAH 20,404.57 — that is, UAH 20,715.30 of the minimum accrued financial support after deducting 1.5% of the military levy, and in October this amount will already be UAH 19,679.54 — from the accrued amount of UAH 20,715 , 30 hryvnias will be deducted from 5% of the military levy.

By the end of 2024, this amount may increase slightly, as indexation will also increase if inflation increases.

What penalties can be imposed on military personnel

If we talk about the minimum payment for the military, then it is such provided that there are no withholdings and collections from monetary support.

“Some types of disciplinary sanctions, as well as the commission of offenses affect the monthly premium. Penalties can range from 10% of the premium if the serviceman receives a reprimand, and up to 100% of the premium – for example, for such offenses as voluntarily leaving a unit or arriving on duty while intoxicated. Maintenance includes alimony and other types of maintenance under executive proceedings. Also, sums can be withheld from the financial support to pay off debts that arise in the event of a military serviceman being held financially liable. According to the current NPA, the total amount of deductions from the health insurance cannot exceed 70% of the accrued amount,” comments the deputy head of the financial and economic service of one of the armed forces’ brigades with the call sign Adik.

The military officer adds – it should be taken into account that, unlike civilian workers, for whom a minimum wage is set, such a minimum level is not set for military personnel. This is primarily due to the fact that the state ensures the needs of servicemen in terms of accommodation, food, and material security.

When military personnel receive monthly stipend payments

In accordance with the legal acts that regulate the procedure, amount and norms of monetary support for military personnel, funds are paid by the 20th of the month following the month of accrual. That is, for example, in October, the financial support for September is paid. Usually, the terms of payment depend on the size and specifics of the military unit, but most military units pay monthly allowances between the 5th and 15th of the month.
