President of Ukraine Volodymyr Zelenskyy said that he presented the victory plan to US President Joe Biden during a meeting in Washington on Thursday, September 26.
Zelensky reported this in his Telegram.
“During the meeting with the President, Biden presented him with the Victory Plan. Discussed details to strengthen the Plan, coordinated our positions, views and approaches. Our teams were instructed to hold consultations on the next steps,” wrote the President of Ukraine.
Earlier on September 26, Zelensky arrived at the Capitol, where he presented a victory plan to Democratic and Republican senators.

The President of Ukraine also said that another aspect of the plan is “to secure Ukraine in a strategic place in the world’s security infrastructure.”
The third aspect concerns measures aimed at forcing Russia to end the war through diplomatic efforts. The fourth direction, according to the head of state, is economic.
On September 14, BILD military columnist and open data analysis expert Yulian Röpke reported in his article that Zelensky in the US will present his strategy for the victory of Ukraine, which, in particular, refers to the readiness to agree to a local ceasefire on some areas of the front.
Thus, Röpke emphasized, this will be a “temporary freezing of the situation.”
The President’s Office denied Röpke’s statement. It was noted there that Ukraine is against any freezing of the war, therefore it is important that the US supports precisely the plan for the victory of Ukraine, not surrender.
On September 18, the Japanese news agency Kyodo News reported that the Ukrainian victory plan would contain a detailed list of military resources vital to victory over Russia, as well as a request for permission to attack the territory of the Russian Federation with long-range missiles. According to a Japanese government official, the plan also calls for investments to strengthen defense capabilities.
On September 20, Zelenskyi said that Ukraine’s victory plan is designed for quick decisions by Ukraine’s partners from October to December.
